Parking and money

We payed $28 million for a $12 million parking garage. But that's OK because it's really an 'Intermodel center'. But the city doesn't have the money for the MINIMUM safety standards put out in the Lloyds study.

According to the Times Leader

According to the timesheets, Goals Consulting began working on the project on Jan. 9. Goals Consulting was retained by Fox Rothschild, where Murphy’s brother, Patrick, is a partner. There have been four timesheets submitted, all signed by J.J. Murphy:

Jan. 9-16 – 20.1 hours at $300 per hour, $6,050, plus $79.20 in expenses, total $6,129.20.

Jan. 17-31 – 21.1 hours at $300 per hour, $6,330, plus $79.30 expenses, total $6,409.20.

Feb. 21- March 15 – 27.1 hours at $300 per hour, $8,130, plus $79.20 expenses, total $8,209.20.

March 18 – April 13 – 46.5 hours at $300 per hour, $13,950, plus $79.20 expenses, total $14,029.20. This was approved at Thursday’s meeting.

Now a few things that I've figured out.
A total of $34,776.80 For 3 months of 'work'. That's $302 per hour! But the city doesn't have the money for the MINIMUM safety standards put out in the Lloyds study and dictator Leighton complains about Fire fighter overtime that HE created.

Fox Rothschild and Wohlstetter had contributed between $5,000 and $6,000 to Leighton’s political campaigns since 2010. This isn't fishy, at all.

If the members of the Authority can't figure out how to make all this money with the same assets then maybe it's time to get them making this money.

What makes JJ such an expert anyway? What exactly are his qualifications and expertise in parking garages.

Sounds like CityVest Jr. to me.

These aren't the coincidence's you're looking for, move along

Just a few links to articles today.

Yet another very simple coincidence
####
Wilkes-Barre Mayor Tom Leighton says he had nothing to do with former city administrator and Leighton ally J.J. Murphy landing a lucrative $300-per-hour consulting job with the city Parking Authority.

Sure, Murphy is conducting research to determine if the authority should lease its garages and parking meters to a private firm - a study Murphy recommended to Leighton last winter.

Just coincidence.

And the fact that Murphy touted his brother's law firm, Fox Rothschild, to oversee the study?

Come on, it's a coincidence.

So Leighton reportedly pressures the semi-autonomous authority to hire Fox Rothschild, which turns around and hires Murphy?

Just quit with the crazy conspiracy theories already.

Leighton would never play such political games to benefit his political allies.

And he'd do everything out in the open just to ensure there's no funny business.

Like the time he hired his kids and all those other nice kids from his neighborhood in South Wilkes-Barre for city summer jobs without advertising them. The state Ethics Commission said that was OK because he had an underling do the actual hiring.

Or the time he spent more than $14,000 in city money to install high-tech security systems at his house and Murphy's without any public disclosure. The state Attorney General's Office said no harm, no foul, and you know the city can be a dangerous place.

Or the time he bought three fire engines with $860,000 from an anonymous donor, but told the press and public the money came from the general fund, community development money and the city's emergency services tax. Well, nobody's been able to figure that one out, but those engines are still protecting you and your property, so don't be ungrateful.

Anyway, leasing the garages and meters to a for-profit entity might be good for Wilkes-Barre's bottom line. And it would be awfully mean to suggest that the thousands of dollars in campaign cash Leighton got from Fox Rothschild would play any role in his, uh, urging the parking authority to hire the firm.

Don't be such a cynic.
(I put the whole article in because, well, WOW)
####

Hey, TML, It’s J.J. Tick, Tick, Tick, Tick
####
Interesting, isn’t it, that a nationally-known parking consultant is initially working for $250 per hour while J.J. Murphy, who’s neither nationally-known nor a parking expert, is being paid $300.
####
And
####
When TL Staff Writer Bill O’Boyle asked J.J. why he didn’t disclose that he was a consultant on this project when he discussed it last week, smooth-talking J.J. said, “You didn’t ask.”
####

You might be a Weasel if!
I don't even know where to start here. Just read it.

Cost of study about leasing W-B parking sites draws questions
####
Katarsky said the study being done – an assessment of the condition and potential revenue production of the city’s parking assets – could have cost the authority $175,000 but now appears that it may cost more than $300,000.

“And just for a damn study,” he said.
####
and here it is AGAIN
####
Asked why he did not disclose his consulting role when discussing the project earlier this week, Murphy said Friday, “You didn’t ask.”
####
After the 'Kids for Cash' scandal ANY above the board administration would force FULL disclosure.

Attorney, firm backed Leighton ahead of contract
####
Fox Rothschild attorney Alan Wohlstetter and his firm contributed more than $6,000 toward Mayor Tom Leighton's campaign before the firm in January received a no-bid contract to help the city lease its parking assets, campaign records show.

Leighton strongly advocated the Wilkes-Barre Parking Authority hire Fox Rothschild - one board member said he felt pressured - and bids were not open to other law firms. Fox Rothschild is expected to receive about $175,000 for less than a year's work.
####
No conflict of interest here, move along.

Parking consultant raises eyebrows in W-B
####
Leighton denied responsibility for the law firm hiring Murphy as a consultant, saying the Parking Authority ultimately approved hiring Fox Rothschild. But one Parking Authority board member pointed the finger at Leighton.
####
The dictator has a LONG history of blaming anyone but himself.

Pure bunkum has a say on the parking scandal to be

Here's the link, so I'll just do the quote thing.
WOW! $20 Million. Just Like That!

"And guess who’s helping the city generate the proposed bids? The Philadelphia law firm of Patrick Murphy, brother of former city administrator J.J. Murphy. What a coincidence. The mayor had nothing to do with this, city Administrative Coordinator Drew Mc-Laugh – lin assured The Citizens’ Voice. The city parking authority, and not Leighton, made the decision to hire Fox Rothschild, he said." Just like the dictator had nothing to do with hiring his kids. That was all Christine Jenson.

And in the comments,
"Under IRS Section 1031, after a 30 year and up to a 50 year term (both terms the mayor has mentioned), the Lessee will assume ownership of the property after the lease is up. That is why there is NO discussion of a 10 year or 20 year term, etc…AH YES! Imagine a group of lawyers coming up with a deal based on some little known section of the IRS Code…" WOW no wonder Pittsburgh shot the deal down when they had the chance!

"…Then of course the Mayor quietly leased out the Coal Street Ice Skating Rink and built an attached office building for a “tenant.” The city borrowed $980,000 last December to renovate office space for that “tenant.” No one really knows what the terms or conditions of those leases are…but the public KNOWS there are only 9 hours per week of ice time for the public now…."

Remember dictator Tom wouldn't lie to us..... Wait, you mean he's already done that?

Parking

By now most of you have heard that our dictator wants to lease the 'parking assets'. Well that brings up a few questions for me.
1. Why 30 to 50 YEARS? Why not a 4 or 5 year lease, to see if this will work?

2. As I understand things, "City spokesman Drew McLaughlin emphasized the parking authority made the decision to deal with Fox Rothschild, and not Leighton. Leighton said the firm was a natural choice because the city worked with them before, and Fox Rothschild worked with the city of Pittsburgh when it looked into a similar deal." Pittsburgh did NOT take the deal.

3. "The city has hired the Fox Rothschild law firm to help generate bids. One partner of the firm is Patrick Murphy, the brother of J.J. Murphy, the former city administrator under Leighton.". Wait wasn't JJ hip deep with Hawkeye security, the company that sold W-B the security cameras that rarely work and, from what I've been told, seem to be clustered around such high crime areas as Barney Farms and council members homes? Really we should find out where the cameras are and the general coverage areas. I think we would be surprised..... Or not.

4. If this happens we need to put this money in a "HANDS OFF" bank account that generates 5% interest or more, then use the interest to pay off the MASSIVE $75 million to $100 million that the city owes.

5. Let's be honest with ourselves, the money will not be used for "public safety, infrastructure improvements, economic development, abandoned property removal and restoration, as well as general government expenses". Leighton has already shown that he couldn't care less about public safety or he wouldn't be ignoring the Lloyds study that is in his office. He couldn't care less about infrastructure improvements or our streets would still have lane lines. And 'economic development' well hows the "successful innovation center/small business incubator" working out, Tom?

Like the intermodel
